The Institutional Architect
Shen Xiaoyin’s career has been a progression through the most sophisticated layers of Singapore’s legal and financial institutions. From advising on complex M&A at Allen & Gledhill to serving as the in-house Data Privacy expert for GIC, she observed a recurring friction point: the gap between legacy legal bureaucracy and the high-frequency needs of technology founders.
She founded The Little Law Corporation, LLC with a singular thesis: that legal counsel should be as precise and agile as the code it protects. Inspired by the Chinese proverb that "even a small sparrow possesses all its vital organs," Shen built TLLC to provide the technical depth of a global firm with the tactical speed of a startup.
As the Founding Chairwoman of the World Association for Agentic AI, Shen operates at the absolute frontier of technology and law. She leads a firm that understands that in the AI era, "small" (Xiao) is not a limitation—it is a competitive advantage. It represents the focus, agility, and efficiency required to groom unicorns from Series A to the final exit.

Shen founded The Little Law Corporation, LLC (TLLC) in 2026 to bring institutional rigour and surgical agility to the technology ecosystem. With over 13 years of PQE spanning BigLaw (Allen & Gledhill) and Sovereign Wealth (GIC), she has architected billions in cross-border M&A and venture transactions. As the Founding Chairwoman of the World Association for Agentic AI, Shen operates at the intersection of emerging technology and legal infrastructure. Her 'Sparrow Philosophy'—that focus and precision outweigh massive scale—defines TLLC as the definitive partner for founders grooming unicorns for liquidity.
